			<description><![CDATA[<p>I would like to take this opportunity to raise a complaint about this government employee of the Bureau of Internal Revenue, Revenue District No. 77, Bacolod City in showing bad behavior and practicing extortion in your office, I am referring to Mr. Randy Abeto a government employee in BIR and in-charge in the TIN issuance. I used to be a an authorized representative of an accounting office here in Bacolod and its my duty to process various transactions in the BIR, with an ID of the Accounting Firm I work and with letter a of authority giving me permission to facilitate with my Firms business, I usually deal with him (Mr. Abeto) every time the TIN is concern, I am writing to show a great interest in the obvious misuse of governmental power of an employee for private gain. Processing a TIN number is no joke, from the volume of taxpayers that process everyday to a lack of man power in the said division, it takes 30 to 45 minutes before you will be serve and specially when you came a little bit late in BIR but that’s not what concerns me, after waiting for my turn in processing the TIN number of our newly hired employees then I was attended, giving him all the requirements the we the taxpayer should comply, after dealing out my concern and after generating a number from his computer he instruct me to be back the next day to get our TIN numbers, I wondered why he did not give me our TIN numbers when all of our information was encoded and I really witnessed that my assigned TIN number appeared on the screen of his computer, I should spend my time again the next day to do the processing not to mention the fare that should be spending, good for me cause the company reimburse my expense but how about those who can’t afford another day to be absent in their work and another funds to be waste in their budget for the fare, then it all made clear for me the next morning I came back, he keep our TIN numbers as hostage and in order for us to get it you must pay him like a ransom of 20 pesos cash, sometimes 15 pesos depending on his mood for his so called laminated ID card which contradict to Revenue Regulation No. 11-2008 that stated in Sec. 3 (A) General Rules in the Application and Issuance of TIN,  no. 8 asserts that “issuance of TIN card for the first time shall be FREE of charge” and Sec. 3 (D) speaks that “the cost and the processing of TIN Card shall NOT be charged and collected from the Taxpayer/Applicant.” then how come Mr. Randy Abeto is collecting money from this TIN number knowing that the money he collects doesn’t go into the government but in his own pocket, what if 60 taxpayers will be fooled and robbed by this extortionist then everyday, imagine the bad reputation this government employee is giving to the government agency he is employed, this illegal action only happens only here in Bacolod and not performed to other BIR branches, he can say its for the lamination but getting something from the taxpayer by force is an extortion, he doesn’t give us options but rather forced our TIN card to be laminated and charged, we the taxpayer never demand that our TIN card will be laminated or be back again in BIR just to pay that so called lamination, a lamination service that burdens us to come back the next day and keep scaling that towering third floor of the building, it’s a load for most employees that the only day to process their TIN number is on their rest day and I guess that’s is not a public service nor a public trust. For us time is not an issue if the correct procedure is done and not abused, but wasting our time, money &amp; efforts for that, lamination raket really bothers us. Madam I&#8217;ve long been a frequent taxpayer in BIR and up until now have always trust in the name of good governance. I have every faith therefore that you will do what you can to rectify this situation. we are at the same side in cleaning up abused employee in the government  and I salute this site in guarding our government agencies and not in tolerating this inappropriate behavior.
